All shelters should be no kill. There is no reason to kill. Would you leave a child chained to a fence for their entire life? Would you starve a child or make it fight for no reason? Would you hurt a child who speaks another language? Would you kill a child because they had temperament issues? No. The same justice should be used with all animals!
