Please, at least require Virginia shelters to attempt to make contact with rescues and post dogs for potential adopters! Many rural shelters euthanize immediately after stray hold or immediately euthanize owner surrenders! Some rural ACOs don't care about thes animals and strive to keep their dog runs empty! If you have the space, let the dogs live! It is work to clean and take care of them, but that's their job! That's why we pay taxes to pay their salaries!!!  At least try to get them homes or into rescues!
