I strongly oppose the proposed changes to a broker system instead of service facilitation and to the 56 hour cap on care payment.
There are 24 hours in a day. That means 168 hours a week. My son Eric does not often sleep through the night, even though he is 30 years old. The crisis do NOT always occur between the hours of 9 am and 5 pm. Anyone who has cared for a disabled individual knows this! The recording system, EVV, is excessively cumbersome and ridiculous.
DMAS should not eliminate service facilitation until it can prove that the broker model will provide continuity , participant choice, and service quality. I have real doubts!
I oppose removing the requirement that DMAS staff perform higher level reviews when the individual is found no longer to meet the level of care to remain on the waiver. Additional safeguards on needed. These are individuals whose very lives depends on these services. My son Eric was on the waiver waitlist for 13 years. His needs are very high and complicated.
