Please Reconsider the Soft Cap and Brokerage Model

I would like for the Commonwealth to reconsider the 56 hour soft cap and the brokerage model. Many families need higher than 56 hours for their live in adults with medical needs. Setting a soft cap so low sets up many families and individuals for failure.

Service Facilitators provide the necessary role as a go between for all of the parties involved in the CCC+Waiver process. Clients need a supportive team member who is NOT a part of the fiscal management to provide unbiased support of the clients. SF are invaluable in their advocacy and hard work for their clients and families.

Please reconsider this rushed timeline of taking away the important role of SF from families (who rely on their expertise and support in the Waiver process) with a biased, untrained, fiscal agent from PPL or CDCN.
