The proposed changes to put a soft cap on 56 hours of attendant services would cause harm to some individuals and their families., including our own. We already go through a process and screening to determine the hours that are needed and that is currently reviewed by several entities and DMAS. I'm therefore confused as to why the need to impose a soft cap, other than to try and reduce hours on those who have already shown that more is required. The proposal states that exemptions will be offered, but little if any criteria of what those exemptions are were stated in the proposal. As the parent of an adult disabled daughter, who we care for in our home, the DMAS system has been difficult to trust over 23 years. Rarely do we find that bureaucracies are searching for what is best for those individuals with disabiltiies , but instead are trying to balance shrinking Federal budgets on the backs of the poor and disabled. We understand that our current adminsitration has no care for the disabled as citizens of this country, but in VA we can do better than this. Transparancy is needed in the process and I am certain that there are other ways to find funds and others places that could be cut rather than directing affecting families who are saving our stare money by providing care within their homes and keeping their loved ones out of institutional care.
