The waiver belongs to the individual

I am writing in support of HCBS approval of Vanguard Landing becoming a Medicaid waiver service provider, as this model, while new and different, offers a level of independence and support to our loved one that he wants, desperately.  Medicaid waiver recipients get to choose where they receive services...thus he wants to live with peers of differing abilites, he wants to have the choice where he spends his time, and having the freedom to go to his activities he currently enjoys OUT in the great Hampton Roads community and maybe even bring along some friends he makes, who also get to choose how they live and where they want to recreate and socialize (either in the Gathering Place or out in town, its totally up to them!)  We want him to have what he has expressed he wants. I'm thrilled that he will have more than what other models of care offer, which have not, to me, been of quality and seem constricting and frankly, the level of attention in other environments has been categorically lacking.  He has expressed his excitement about getting to live outside the home we have, for he has seen his siblings start their adult independence and he noticed he wasn't receiving the same freedoms.  Now he can do so, and we can rest easy knowing he will be carefully supported to live in the way he chooses.
