I must concurr with sections of the comments already submitted regarding the burden that certifying the Resource Management Plans will place on the Soil and Water Conservation Districts. The staffs of most of these districts are already stretched to the limit within their existing budgets. Wihout more funds to apply to these new duties SWCD's will be hardpressed to carry out these increased duties.
