The proposed changes would cause undue hassle and expense for programs that are currently strained as they are.  Additionally, vague wording could open the floodgates on programs thus making them liabilities to the districts as they are implemented.  Stick to national normative testing and five year reviews.  Save money and maintain excellence - it's a win-win!
