This is not at all based on any science or common sense. The manhaden fishery is sustainable with combined fishing efforts only capturing a half of one percent of the available biomass. 

Meanwhile other countries allow for 30% capture and their scientist deem the fishery completely sustainable.  

This is fear mongering nothing more.
