Please allow common sense and basic information to be allowed into the decision making process. For far too long we have allowed the one industry to over harvest menhaden in the Bay. We have never really seen what can happen if we allow menhaden to thrive and really clean the waters of the Bay. The Fed govt and the state of virginia have spent untold millions trying to clean the Bay addressing non point source pollution. If we truly allowed the filter feeders to thrive we would see positive results immediately.  Currently our Bay has been sold to one industry and its a shame.
