I support the proposed rule. How many fisheries do we have to see decimated by overfishing before the point is clear to regulators?
If the answer is: "we don't know enough to set catch limits that protect the stock under the current and expected future conditions" then you are failing by allowing to continue the current overfishing of the stock.
Be conservative in the protection of the Menhaden fishery. Reduce catches to the point where the legislature is forced to invest the money for a scientific answer. The proposed reduction seems to be a proper conservative limit to ensure the survival of the fishery until science can provide a better answer.
