Please take appropriate steps to eliminate the practice of shackling pregnant women during labor and delivery. This practice is dangerous if medical staff need to conduct emergency procedures.
As you may be aware, in those states that have restricted shackling of pregnant inmates, there are no instances of women in labor or delivery having escaped or caused harm to anyone.
The Department of Corrections has already placed limits on the use of restraints on pregnant inmates in state prisons. Please require local and regional facilities to follow suit.
