Parents as paid caregivers of minor children on medicaid waivers

Please do not implement the stipulation that,"The person acting as the EOR must NOT be another LRI (other parent or stepparent)."  This stipulation makes an already difficult to navigate system more cumbersome. The last time my family hired a caregiver for my son who is on the CCC+ waiver it took almost 6 weeks for the onboarding paperwork to be completed by Public Partnerships for Life. This is 6 weeks after my husband, the current EOR, met with the attendant to have the paperwork notarized and sent via UPS to PPL. At this time there are at least 3 external administrative parties that my family needs to coordinate with to make sure my son's paperwork is in order to maintain his qualifications for the waiver. Independence Empowerment Center, Public Partnerships for Life, and the liason at Anthem. I am assuming that all of these people are in paid positions. My husband is not paid to be the EOR, does Virginia really want to hire yet another administrator in this system? Wouldn't it be in the best interest of all parties to keep the cost of these programs lower?
