Virginia's participation in RGGI is doing exactly what it's designed to do - address climate change by replacing the least efficient and most heavily polluting fossil fuel generating facilities. The fees utilities pay are returned to Virginia, providing funds for energy efficiency upgrades for low-income residents and for building climate resilience, such after the recent devastating floods in Buchanan County. The Governor's attempt to override law - the will of the General Assembly signed by his predecessor - by having the Air Board remove Virginia from RGGI is clearly illegal and will constitute an overreach of unfettered power if the Air Board complies.
