Not in favor of RGGI
 

RGGI does not do anything that Virginia can not do on its own.  How does it reduce carbon emissions when the power companies just pass the costs on to all consumers?  Dominion Energy is shutting down coal fired power plants and moving to natural gas.  Natural gas also emits carbon emissions, but far less than coal.  As sources of reduced carbon emission forms of electricity production become economically and environmentally viable, Dominion and other electric utilities will move to eliminate natural gas generation.  Solar panel farms are likely to be frowned upon by future generations as poorly thought out except possibly in non fertile areas that are presently not forested or being used for agriculture.  Future solar installations will most likely be vertical arrays that do not require vast amounts of acreage.
