There is no requirement under the IDEAIA 2004 to make such a change and this change would create a burden on the committee';s membership commitee. Currently the committee which I served on take applicaitons for any parent that applies and reviews them.  If made to locate persons with ethnic backgrounds that mirror the schools population would create undue burden upon the committees and may create an interpretation that would prevent willing and qualified parents to serve on the commitee, leave open positions on the committees that could be filled from the applicant pool. 

This is a no brainer.  While I beleive that every committee is open to all, there is no reason to mandate such a reguirement in the regulations.
