I recommend that the proposed Virginia regulation defining autism reflect that of the Fed. regulation, which states that  "A child who manifests the characteristics of autism after age three could be
identified as having autism if the criteria in this definition are satisfied."    School personnel are NOT qualified to diagnose, and the the Autism definition must have clear language.
