As the parent of a child diagnosed with ASD and non verbal, I am adamently opposed to your proposed changes in the current regulations.  I do not believe any IEP team, LEA agent or educational agency will work any harder for a child than the parent.  Where is the best interest of the child considered?  Who's going to make sure?  STOP trying to save a buck at the sacrifice of children, especially those that NEED a bit MORE!!
