As a parent of a child receiving special education services I OPPOSE the proposed changes of either partial or full removal of parental consent.  I can't imagine not having a voice in a decision that would greatly affect my child's education, safety, and security.  Currently, I am the member of the team that has the life history of my child which helps to create an IEP that can best meet my child's needs.
