Retain the definition of "Implementation Plan" in Virginia's special-education regulations

I oppose the proposal developed by VDOE's Office of Dispute Resolution and Administrative Services to delete the definition of “Implementation Plan” as it currently appears in Virginia's special-education regulations.

I share the view of the Virginia Office for Protection and Advocacy and others that It is important for this definition to be retained because it places a responsibility on local educational agencies (LEAs) to identify how they will address and/or correct deficiencies within their school districts.
