I agree with this proposed rule in theory, but I unfortunately have enough awareness of modern discussions to know that much of the language used in this rule is a thinly veiled way of pushing Virginia to doubt clean energy. Let Virginia follow years of peer reviewed science that has taken the time to be understood than potential doubt.
