blasting of storm water ponds for large utility scale solar
 

Has there been any DEQ studies about the blasting of the expansive, multiple storm water ponds required for these large utility scale solar projects in these rural areas? Shouldn't there be some sort of regulation for the solar llc's developing these projects, to have a geotechnical study over entire project area, to see what type of long term effect mass blasting does to the soils within the project and soils adjacent to project. Does this blasting disruption of the soils create more erosion, especially depending on the soil (for example, blackjack soils). And this added potential for erosion created by blasting, along with the amount of panel surface that covers the 2,000 acre project, does that change the way a storm water plan is designed? If a geotechnical report is not required, how will community know if the potential for runoff into neighboring properties, and by extension into Chesapeake Bay watershed, surrounding wetlands/forests/other natural resources and what that impact would be?
