The Commonwealth Transportation Board (CTB) will consider revisions to the scoring process, as descrbed in the summary below, for applicants to the Transportation Enhancement Program at its general business meeting on April 20, 2006.  The proposed change is intended to place greater emphasis on improvement of non-motorized transportation.

Public comment is being solicited concerning the proposed revision.  All comments should be submitted to the contact below by March 28, 2006.

Summary of Proposal

  • Increase the total number of points from 80 to 100
  • Proposed scoring criteria places emphasis on:
    • Construction of new bicycle or pedestrian facility
    • Substantial reconstruction or rehabilitation of an existing sidewalk or trail to improve accessibility or usage (not including aesthetic improvements)
    • Provision of connectivity between activity centers
  • Greater emphasis is placed on improving non-motorized transportation by:
    • Increasing point values allocated to qualifying bicycle and pedestrian projects
    • Restructuring scoring criteria to emphazise bicycle/pedestrian emphasis
