NOTICE OF INTENT TO AMEND
(Pursuant to §1902(a)(13) of the Act (U.S.C. 1396a(a)(13))
THE VIRGINIA STATE PLAN FOR MEDICAL ASSISTANCE
The Virginia Department of Medical Assistance Services (DMAS) hereby affords the public notice of its intention to amend the Virginia State Plan for Medical Assistance to make supplemental payments for certain private hospitals for inpatient and outpatient services and for certain nursing facilities for specialized care services.
Effective the day after publication of this notice, Virginia plans to make supplemental payments for eligible private hospitals for inpatient and outpatient services and for eligible nursing facilities for nursing facility services. Eligible facilities are those that have signed a collaborative agreement with a state or local government entity or who have partnered with a state-owned teaching hospital. Supplemental payments shall be calculated by subtracting regular payments from total charges. Payments will be subject to Upper Payment Limits for all private facilities as a class for each of the service categories as described in 42 CFR 447.272 and 42 CFR 447.321. Payments to DSH hospitals will be subject to the DSH limit described in Section 1923(g)(1)(A) of the Social Security Act. DMAS estimates making annual supplemental payments of $20 million to hospitals who have signed a collaborative agreement with a state or local government entity and $9 million to hospitals and nursing facilities who have partnered with a state-owned teaching hospital.
