Notice of Public Hearing
Notice is hereby given pursuant to Section 28.2-1302 and Chapter 14 28.2-1400 of the Code of Virginia,
that the Northumberland County Wetlands Board will hold a public hearing in the Sheriff’s Office at 195 Judicial
Place in Heathsville, Virginia, on Tuesday, January 13, 2026, commencing at 5:00 P.M., to consider the
following application for wetland and/or coastal primary sand dune and beach permits:
1. Request by Frank DeThomas (V.M.R.C.#25-2393) to install 155 linear feet of riprap
revetment along the shoreline of Indian Creek and 90 Tide Point Lane.
2. Request by Carroll Hurst (V.M.R.C.#25-2518) to install 102 linear feet of riprap sill and
install 70 linear feet of riprap revetment along the shoreline of Jarvis Creek and 257
Landon Hall Lane.
3. Request by David E. Ellis (V.M.R.C.#25-2653) to install 81 linear feet of riprap
revetment along the shoreline of Balls Creek and 426 Balls Hill Road.
4. Request by Marie Johnson (V.M.R.C.#25-2662) to remove an existing timber bulkhead
and install 83 linear feet of bulkhead in the same footprint along the shoreline of
Taskmakers Creek and 77 Connies Lane.
5. Request by Sumiko Kohno Trustee, owner and Hang Pham, applicant, (V.M.R.C.#25-
2629) to repair an existing groin and to repair and restack 102 linear feet of riprap
revetment along the shoreline of the Potomac River and 375 Pine Shore Lane.
All written comments should be received by the Building and Zoning office prior to the meeting.
