| Purpose of the meeting PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) that will allow the release of stormwater into a water body in Henrico County, Virginia. PUBLIC COMMENT PERIOD: September 27, 2026 to November 12, 2026 PUBLIC HEARING: Henrico Theatre located at 305 E. Nine Mile Rd, Henrico, VA 23075 on October 28, 2026, at 6:30 p.m. The hearing will last until the last oral comment has been presented or at 9:00 p.m., whichever is earlier. PURPOSE OF HEARING: To obtain input from the public related to the draft permit for this project for DEQ to consider. INFORMATION BRIEFING: Henrico Theatre located at 305 E. Nine Mile Rd, Henrico, VA 23075 on October 28, 2026, at 6:00 p.m. PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Stormwater issued by DEQ pursuant to applicable water laws and regulations. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Capital Region Airport Commission (CRAC); 1 Richard E. Byrd Terminal Drive, Richmond, VA 23250; VA0090301 FACILITY NAME AND LOCATION: Richmond International Airport; 1 Richard E. Byrd Terminal Drive, Richmond, VA 23250 PROJECT DESCRIPTION: CRAC has applied for reissuance of a permit for the public Richmond International Airport. The applicant proposes to release stormwater at a rate that is rainfall dependent into multiple water bodies. The facility proposes to release the stormwater into White Oak Swamp, an unnamed tributary of White Swamp, and an unnamed tributary of Gillies Creek in Henrico County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. ISSUES RAISED BY PUBLIC: The previous public comment period was from July 1, 2026 to July 31, 2026. The comments received at that time were related to PFAS, which included revising the draft permit to include limitations or benchmark concentrations for PFAS, allow the public to review and comment on the PFAS Pollutant Minimization Plan (PMP), and include a special condition to discontinue use of PFAS-containing firefighting materials. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. DEQ must receive hand-delivery and postal mail by close of business and email comments by 11:59 p.m. on the last day of the comment period. Submittals must include the names, mailing addresses or email addresses of the commenter/requester and of all persons represented by the commenter/requester. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit and application at the DEQ office named below.
