| Purpose of the meeting PURPOSE OF THE MEETING: The Virginia Department of Environmental Quality (DEQ) will host the first Community Engagement meeting for the Hat and Black Creek Watershed Restoration Plan on January 10, 2024. The meeting is open to the public and any member of the public may participate in the proceedings. The meeting participants will assist in development of a Watershed Restoration Plan, also known as an Advance Restoration Plan, to address benthic impairments of Hat and Black Creeks in Nelson County, which have been listed on Virginia’s § 303(d) list of impaired waters for failing to meet Virginia’s water quality standards due to an altered benthic community. An Advance Restoration Plan outlines actions to achieve water quality standards and restore impaired waters. The meeting will discuss the shift from TMDL development for Hat and Black Creeks to an Advance Restoration Plan. Participants will learn about the basis for this shift in planning, and about the key components of the plan. The meeting will include a discussion of potential best management practices to include in the plan in addition to partner organizations to engage in the implementation process.
