Purpose of the meeting
The Department of Environmental Quality (DEQ) and its contractor, Virginia Tech Department of Biological System Engineering, will present Polychlorinated Biphenyls (PCB) allocation/reduction scenarios in support of PCB Total Maximum Daily Load (TMDL) development for Lewis Creek at a meeting of the Technical Advisory Committee. The purpose of this meeting is to inform and engage local stakeholders in the TMDL development process. MEETING DESCRIPTION: A second technical advisory committee meeting will be held to discuss PCB reduction scenarios for the Lewis Creek watershed. This meeting serves as an opportunity for local stakeholders to review PCB sources in the watershed and provide input on the establishment of reduction goals for each source. Meeting participants will also discuss potential targeting strategies and opportunities for additional source assessments in support of future remediation actions. Section 303(d) of the Clean Water Act and §62.1-44.19:7.C of the Code of Virginia requires DEQ to develop TMDLs for pollutants responsible for each impaired water contained in Virginia’s 303(d) TMDL Priority List and Report. The meeting will be open to the public and all are welcome. DESCRIPTION OF STUDY: A portion of Lewis Creek is listed as impaired for PCBs based on a Virginia Department of Health (VDH) fish consumption advisory and violations of Virginia’s Water Quality Standards. The PCB impairment begins approximately 0.65 miles upstream of the Route 262 bridge crossing and extends 12.53 miles downstream to Lewis Creek’s confluence with Middle River. The TMDL will be completed for the entire Lewis Creek watershed in order to address all sources contributing to the impaired segment. This water quality study will report on the sources of PCBs in the watershed and recommend reductions to meet the TMDL. A TMDL is the total amount of a pollutant a water body can contain and still meet water quality standards. To restore water quality, PCB levels need to be reduced to the TMDL amount. Through this process, Virginia agencies will partner with a Technical Advisory Committee made up of local stakeholders to identify sources of PCBs in Lewis Creek, and the reductions needed from these sources to meet the TMDL. All meetings in support of TMDL development are open to the public and all interested parties are welcome. Given the existing State of Emergency related to the COVID-19 pandemic, this meeting will be held entirely virtually. A computer or a telephone are necessary to participate virtually. All meeting attendees are encouraged to access the meeting using a computer to view the meeting visuals. Attendees may also use a phone for audio and a computer for visual to avoid possible interruptions in computer audio. Although the use of a phone for audio only participation is possible, since the meeting will rely on visuals, audio only participation is discouraged.
