Purpose of the meeting
A public hearing on a draft Virginia Water Protection Permit for the Wegmans Distribution Center located in Hanover County. The permit will allow the applicant to fill a surface water wetland to construct a regional grocery distribution center. The proposed activity would affect 14.43 acres of palustrine forested wetland, 0.26 acre of palustrine emergent wetland, and 0.16 acre of jurisdictional ditch. To compensate for the affected area, the applicant would provide compensation for permanent impacts to wetlands authorized by this permit through the purchase of 29.41 wetland mitigation bank credits from a mitigation bank in the same or adjacent watershed. If sufficient wetland mitigation bank credits are not available, the permit allows the permittee to purchase credits from an in-lieu-fee fund. The draft permit for the project has been revised to increase surface water impacts as a result of revisions to the jurisdictional determination for the proposed site and incorporate monitoring for secondary impacts to surface waters. Any comment submitted during the previous comment periods are considered part of the public comment file, and it is not necessary to offer the same comment again. An information briefing will be held before the public hearing beginning at 6:00 p.m. utilizing the same GoToWebinar registration information above. The public comment period begins on October 20, 2020 and ends on December 4, 2020.
