Purpose of the meeting DEQ wiil hold a public meeting to present the draft Total Maximum Daily Load (TMDL) and Watershed Management Plan. The draft plan contains a sediment TMDL and implementation strategies to address the General Standard (Benthics) impairment on North Fork Catoctin Creek. The Department of Environmental Quality (DEQ) will present and discuss with community members the draft TMDL and Watershed Management Plan. The plan contains a sediment TMDL and implementation strategies with the goal of restoring the aquatic community of the stream. Identified in the plan are: 1) sources of sediment, 2) reductions to meet the TMDL for the impaired water and 3) strategies to meet those reductions. There will be a 30-day public comment period for interested stakeholders to comment on the draft plan. Written comments will be accepted from May 14, 2019 to June 14, 2019. Directions for how to submit a comment are below. Throughout the 30-day public comment period, the draft plan can be found at the website linked below: http://www.deq.virginia.gov/Programs/Water/WaterQualityInformationTMDLs/TMDL/TMDLDevelopment/DraftTMDLReports.aspx DESCRIPTION OF STUDY: Portions of the North Fork Catoctin Creek, in Loudoun County, do not have a healthy and diverse community of macroinvertebrates and subsequently do not meet the “aquatic life” water quality standard. The two stream segments are: (i) North Fork Catoctin Creek, 4.42 miles from unnamed tributatry (~.15 miles downstream of Route 287) to Catoctin Creek; and, (ii) North Fork Catoctin Creek, 2.54 miles from unnamed tributatry (~.75 miles upstream of Route 719) to impoundment (Godfrey Pond). These two stream segments are listed on the 303(d) TMDL Priority List and Report as impaired due to violations of Virginia’s water quality standards for the General Standard (Benthics). Section 303(d) of the Clean Water Act and §62.1-44.19:7.C of the Code of Virginia requires DEQ to develop TMDLs for pollutants responsible for each impaired water contained in Virginia’s 303(d) TMDL Priority List and Report. A TMDL is the total amount of a pollutant a waterbody can contain and still meet water quality standards. HOW TO COMMENT AND PARTICIPATE: This meeting is open to the public and all interested parties are welcome. A public comment period on the TMDL and Watershed Management Plan will begin on May 14, 2019 and end June 14, 2019. All comments must be written and submitted via e-mail or traditional mail by 11:59 PM on June 14, 2019. They must include the name, address, and telephone number of the person submitting the comments. Please submit written comments to the staff person listed below. For more information on this study, please contact Sarah Sivers via phone, email, or conventional mail using the information listed above.
