| Purpose of the meeting A public meeting on the notice of intended regulatory action to consider amendments to regulations governing the biosolids program. The Notice of Intended Regulatory Action appears in the Virginia Register of Regulations on June 23, 2008. The public comment period begins June 23, 2008 and ends on July 31, 2008. Some of the issues detailed in the Notice of Intended Regulatory Action are: inconsistency between biosolids land application requirements in the Virginia Pollution Abatement Permit Regulation and the Virginia Pollutant Discharge Elimination System Permit Regulation; regulatory actions underway which were not completed prior to the transfer of the regulations to the State Water Control Board pertaining to 1) field storage of biosolids, 2) permit fees, and 3) site access control; and public notice processes, processes to establish appropriate buffers to address health concerns, permit modification procedures, sampling requirements, nutrient management requirements, animal health issues associated with grazing, and financial assurance procedures. | |||||||
