Guidance Document Change: As required by 45 CFR 1329.17, State Plans for Independent Living (SPILs) show how federal, state, and other funds will be used to support the state’s independent living (IL) services as well as collaborations with other partners in the state and other U.S. Administration for Community Living (ACL) grantees to enhance and expand service delivery and options for individuals with disabilities. In developing SPILs, Statewide Independent Living Councils (SILCs) must conform to ACL requirements for structure, organization, and content. Most recently, ACL has directed SILCs to move forward with a one-year extension of their current SPILs to support ongoing federal funding. This SPIL serves as a one-year extension with minor technical updates.

Fund a report focusing on Consumers to end institutional bias attendant(PCA/DSP) pay rates
 
  1. There are around 16,000 Consumers in Virginia. Fund a report to show how many Consumers have hired a Consumer Directed attendant (who lives outside the home) by using annual data going back ten years. This data will be used to end inequitable / institutional bias attendant pay rates in the 5 care settings and support redirecting funds to pay Consumer Directed in-home personal care attendants at least $15 per hour. What I’m ultimately asking for is representation of/for Consumers.
  2. Consulate the tasks of:
    - CCC Plus Care Coordinator
    - DD Waiver Support Coordinator
    - Service Facilitator
    into a job for one person. Redirected the saved revenue towards a living wage for Consumer Directed in-home personal care attendants.
