I agree with the State of Virginia in wanting to set a high standard of surgical practice, even if the surgical procedure is elective abortion.  It is the height of elitism to suggest that poor women deserve and should "make do" with a lower standard of medical care,  particularly if it is to pursue a political agenda and ideology.
