Strong Opposition to Support Broker Proposal – Protecting Choice for Families with Autism

I am writing to express my strong opposition to DMAS’s proposed change to end Services Facilitation and transition to a Fiscal/Employer Agent Support Broker model.

As a parent of two adult autistic sons, this proposal would severely and negatively impact our family. Individuals on the autism spectrum depend heavily on routine, stability, and deep trust. Navigating the complex Medicaid consumer-directed care system requires a Service Facilitator who knows my sons personally, understands their unique needs and communication styles, and can advocate effectively on their behalf.

Forcing families into an assigned Support Broker model through large administrative agencies (like CDCN or PPL) strips away our right to choose our own provider. Replacing long-standing, trusted local relationships with an assigned entity destroys continuity of care and creates unnecessary disruption for vulnerable individuals who thrive on consistency.

Furthermore, DMAS’s lack of transparency and clear operational answers regarding how this transition will affect nearly 40,000 beneficiaries is deeply concerning. Moving forward with a statewide rollout when DMAS itself has stated they are still "figuring everything out" places families and care recipients at immense risk.

I urge DMAS and CMS to reject or indefinitely delay this proposed transition. Please protect our freedom of choice and keep independent Service Facilitators in place for the families who rely on them every day.
