I am mother of a 24years old son with severe disabilities.

For the past 24years, I have been caring for my son every single day as he suffers from daily seizures and subsequent brain damage. I express my absolute opposition to this matter.

We have been surviving  day by day, providing 24hour round the clock care.

Introducing this system all of a sudden inflicts yet another layer

Agonizing pain upon families of people with disabilities like ours.

"Soft cap' is provided, the required paperwork  will undoubtedly be

Complex and burdensome. This only result  in adding more hardship to our already

Exhausted lives spent caring for our disabled  people.

I am resolutely opposed to this matter. Please reconsider this decision.
