My daughter has been disabled from birth. We did not receive waiver services until she was 22 years old and that was all because of the assistance of a service facilitator. The service facilitator worked passionately to advocate for my daughter. As you all may be aware the Medicaid system is very hard to navigate and our service facilitator went above and beyond to ensure our authorizations, documentation is completed in a timely manner to be sure there is no lapse in services. Our service facilitator continues to advocate for the hours that my adult child requires to remain in our home safely. CD service continues to be scrutinized especially when parents are paid care givers. DMAS needs to look carefully into the benefits of a parent being a paid care giver, what a great way to ensure the health, safety and welfare of the this population. Service Facilitation and CD services allows me the ability to manage my adult child's health at home than to place her into a residential placement where her health/safety would decline due to the lack of care. Service Facilitation is a required service for families and clients to ensure their needs are met through a variety of support. Moving to a support brockage model would be an absolute disaster. CD services and SF is an incredibly popular service utilized by both DD waiver and CCC+. CDCN and PPL are incapable of handling service facilitation as they are unable to get new hires and EORs packets completed in a timely manner without being on top of them daily. It is unfair for the proposal of ending SF which would cause so many to lose their jobs and their passion for supporting families. CDCN and PPL could not handle the influx of required documentation and authorizations. Please take my thoughts and concerns seriously as this will affect all of VA as a whole.
