No to "brokers"

I do not support moving to the proposed "Broker" system for CD Services.

Eliminating Service Facilitation and moving to a "Broker" system will negatively impact individuals with disabilities and their families. CDCN and PPL already struggle as it is to just serve their fiduciary duties.  They have lost attendant packets, are difficult to reach to get any trouble shooting done, often staff there are not aware of what needs to happen or helpful in the problem.

The loss of good quality service facilitation provided by service facilitation agencies in our area will undoubtedly place a larger burden on our Support Coordinators to help families and individuals navigate the gap in services that will likely take place.  Support Coordinators are not trained nor do they have time to take on this added potential burden. Good Service Facilitators have built relationships over the years with their clients and CSB's to effectively provide guidance and support to families in the complex world of CD services.

This decision would also eliminate choice for individuals in choosing their preferred service facilitator agency, something DMAS and DBHDS have long said is an important part of the individuals rights.

If the plan is for CDCN to subcontract with service facilitation agencies, this is not being communicated to those providers. If they do subcontract, the SF agencies will be even more pressed to provide services as quite likely they will take a reduction in the rate they are reimbursed for services as a subcontractor.

So often it seems that with these decisions like the recent change to MTM from ModiveCare where Individuals just stopped getting their rides to crucial services because nothing was done ahead of time to pass on information about rides or get the new providers under MTM ready. It seems there is little planning to facilitate a good transition and handoff for many of these changes. There is little in the way of effective communication to stake holders, families, and individuals with disabilities and at the end of the day the individuals with a disability suffer.
