No to placing burden of service facilitation on familie

As a parent of a child with multiple disabilities, I am very much opposed to removing the role of the service facilitator and placing the burden instead on the consumer.  Parents and guardians of individuals with special needs already have to contend with many administrative and oversight responsibilities - from managing SSI funds, annually reporting on how those funds are spent, managing supply orders, arranging for doctors appointments,  arranging transportation, attending ISP meetings, submitting documentation to social services, all that in addition to caregiving.

I already feel overwhelmed by the responsibilities that I currently have - to have also navigate CDVA paperwork for companion services would be too much.  I depend on the service facilitator to navigate the required paperwork and reporting requirements, and keep track of the reporting deadlines.   I am grateful that these responsibilities are not a part of  my to do list.

If these programs are designed to help individuals with disabilities who need assistance, then the administration of these programs should be designed in a way that supports those who receive services as well as family members who are charged with administering care.  This proposal would overburden caregivers and those receiving services.  For those clients who are unable to navigate the paperwork, it could possibly mean retraction of services.    Use the services or lose them.

While this might be a backhanded way of reducing costs, it will harm countless numbers of individuals, and affect those who most benefit from these services.  Service facilitators are needed!  Please do not do away with their role in navigating the paperwork work and authorizations required for receiving companion or other attendant care.
