Less menhaden = more water pollution + much less marine animals and fish (especially striped bass) in Chesapeake Bay. It is thousand folds more important to VA and all other states in East Coast than the gain of a company and a few hundred VA residents that work there.

Those jobs are replaceable but menhaden as a vital resource for Chesapeake Bay and Mid Atlantic Ocean are not.
