The fact that this is even being discussed is ridiculous.  It is called "Girls' Sports" for a reason.  A male, biological or otherwise, has boys' sports.  Compete there. If you aren't competitive, practice harder. Period. Common sense is obviously on the decline if this is seriously being considered.
