This proposal isn't about fairness, safety, or science.  People supporting these bans like to say it is biological reality, but in reality they have no understanding of actual biology or science.  They merely use "biology" since they think it plays well with the public & the public has assumptions, but little understanding of it either.  The reality is trans women girls often compete at a disadvantage compared to their cis counterparts.  Studies have shown that transwomen pose no increased risk to cis women in the bathroom, but transwomen are at real increased risk & harm from being forced to use the wrong bathroom.  The Virginia Dept of Health should base decisions off of actual evidence & science and not bigotry.  The true goal of proposals like this is to eradicate trans people from public life & it is part of a broader, national campaign of hate and cruelty aimed at trans people.  It has no place in Virginia!
