Policies like this are dangerous for both transgender and cisgender athletes. In practice, they require invasive examinations to “verify” the gender of every athlete in an attempt to discriminate the very small number of transgender athletes. Especially in youth sports, this is a major invasion of privacy. Rather than “protecting” cisgender women, it subjects them to extreme scrutiny and invasive practices.
