Bigoted, Unscientific, Useless, and Hateful

Firstly, measures such as these are simply methods to exclude trans people from visibility in public life and try to deny their ability to live as they wish by placing arbitrary legal barriers to force them into the closet and to conceal their true selves.

Secondly, there is no method by which you can determine what a biological male or female IS that does not also unfairly exclude others. It is an arbitrary designation, at best made out of blind ignorance to the wide variety in human biology and at worst a deliberately crafted standard to enforce a narrow hegemonic view of femininity.

Thirdly, laws such as these are absolutely useless except as legal sticks against a persecuted minority. If the concern is fair competition in sports, that should be left up to the sport itself not imposed from above by a sweeping regulation that would never be able to consider the nuances and culture of every competitive sport played in the state of Virginia now and in the possible future. If the concern is protecting women physically, we already have a full suite of laws against sexual assault and similar crimes that work on the basis of people actually doing something instead of merely existing.

Finally, these measures are based on pure hatred. The cloak of "fairness" and "protecting women" is purely used to disguise the fact that these are laws targeting a minority to force them out of public life. Transgender people are such a minority that any actual concern is negligent, these actions are driven by the petty vendettas of people who are upset they were out competed by someone they saw as inferior and now wish to use the blunt instrument of law to hammer them out of society in revenge.
