Requiring crabbers to put these expensive devices on their crab pots is an unfunded mandate. Every waterman that i have spoken to has never caught a turtle. 
16 dollars per pot is outrageous and a shame that people care more about a turtle possibly being enclosed for, at most, 24 hours than taking food off the table from watermen and their families.
