Goals of Regulation To clearly articulate administrative, fiscal, safety, and programmatic standards for CSB substance abuse programs required for the receipt of state general funds and federal block grant funds.
To assure that substance abuse program standards have minimal intrusiveness and cost possible for consumers and CSBs.
To assure that substance abuse program standards are necessary and do not duplicate other regulatory requirements.
