Goals of Regulation To clearly articulate the human rights of every individual receiving care and treatment in community programs licensed by DMHMRSAS.
To clearly articulate the responsibilities of community programs in ensuring the rights of consumers.
To clearly articulate the complaint review and resolution process and to specify the procedures and time frames for the review of complaints of rights violations.
To minimize the costs and intrusiveness of human rights regulatory requirements and administrative procedures to consumers, families, and provider organizations.
