| Description | This regulation establishes the procedures VDOT will use in adminstering the Va. Alternative Fuels Revolving Fund, a program designed to encourage the use of alternative fuels. This program was not funded by the General Assembly after FY 98, but the regulation was not rescinded because funding may be restored in the future. The Office of the Attorney General has found that this regulation is exempt from the APA under 9-6.14:4.1 B4(effective 10/1/01, 2.2-4002 B4). |

| Goals of Regulation |
The General Assembly chose not to fund the program addressed by this regulation after FY 1998. However, the statute (§ 33.1-223.3 et seq.) authorizing the program has not yet been repealed. Therefore, to comply with the Executive Order, VDOT is publishing this notice to collect input that may be incorporated into future versions of the regulation should the General Assembly choose to fund the program in the future. Goals: 1. To encourage the use of alternate fuels to improve air quality. 2. To aid Virginia’s economy. 3. To reduce dependence on imported fuels. 4. To protect the public's health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth. 5.
