- To provide a fair process for the promulgation of regulations; - To ensure the public is informed of any new regulations or amendments to exisiting regulations and has opportunity to participate in the regulatory process; - To comply with statutory and procedural requirements concerning public participation; and - To protect the public's health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth - Is the regulation clearly written and understandable? |
