General Information
Action Summary The Real Estate Appraiser Board (“the Board”) is amending the Real Estate Appraiser Board Rules and Regulations to conform with recent changes to federal standards for the qualification of state certified and state licensed real estate appraisers. As mandated by the Code of Virginia, the regulations of the Board establish the minimum education, experience, and examination qualifications for individuals to be licensed appraisers in Virginia. Effective January 1, 2026, state certified and state licensed appraisers must meet the following additional education requirements established under the federal standards: • Individuals must complete an eight (8) hour course on valuation bias and fair housing laws and regulations, to include a one-hour examination, that meets federal qualifying education requirements. • Individuals seeking to renew a credential must complete a seven (7) hour course on valuation bias and fair housing laws and regulations that meets federal qualifying education requirements the first time they renew their credential, unless such individuals completed this training as part of their qualifying education. Subsequent renewal requires completion of a four (4) hour course on valuation bias and fair housing laws and regulations that meets federal continuing education requirements. The Board is amending the license renewal provisions of the regulation to require completion of a course on valuation bias and fair housing laws and regulations; and amending provisions related to approval of education courses to require that such courses meet the federal standard for a valuation bias and fair housing laws and regulations course.
