The purpose of this action is to revise the administrative regulations that govern the certification of eligible out-of-state business enterprises seeking to participate in the Commonwealth's Small, Women- and Minority-owned Business Program based on its principal place of business and to conform the definition of a Virginia-based Business therewith. |
